
Born in Luma, Albania.
He held positions as Prefect of Shkoder and Director General of Police in pre-communist Albania.
In 1944 he was appointed prefect of Shkodra where he served until November 24. A ferocious anti-communist, he was one of the men who accompanied Kapidan Gjon Markagjoni and Ndue Gjon Gjomarkaj when they were forced to flee Albania on 27 November, 1944.
He settled in Reggio-Emilia until 1948, then went to Istanbul where he remained the rest of his life.
He was a staunch supporter and contributor of the BKI.
He lived in Turkey where he died in 1988.
