Qazim Mulleti was born in 1893 in Tirana.

He was a politician, nationalist and mayor of Tirana from 1939 through 1940 and its prefect from 1942-1944.

He left Albania prior to the communist takeover and joined other nationalist emigres in Rome.

He would become one of the Charter Members of the BKI and one of its original signers.

He died in Rocca di Papa, near Rome in 1956.
