Of the historic lineage of Vlore, which had a big part in 1912 in the proclamation of Independence of Albania. Of vast and profound culture, author of books on Albanology in German. He held high offices in the Albanian state and distinguished himself for his  strength of character and competence in various fiels. He lived in Rome with his brother Sefa, a former officer in the Albanian army following his exile in 1945. He ultimately relocated to Vienna where he died in 1964. His remains have since been transferred to his birth city of Vlore.
